The U.S. government, through initiatives like the CHIPS and Science Act, has vigorously pursued a strategy of "onshoring" advanced semiconductor production, aiming to bolster national security and economic resilience by reducing reliance on overseas manufacturing, particularly from Asia. This push has seen significant investments, including subsidies totaling $52.7 billion for domestic chip research, development, and manufacturing. For Washington, diversifying the geographical footprint of crucial chip fabs, especially for cutting-edge nodes, is paramount, given geopolitical risks and past supply chain disruptions.

However, Taiwan, which currently produces over 90% of the world's most advanced chips through giants like Taiwan Semiconductor Manufacturing Company (TSMC), views the situation through a different lens. For Taiwan, its preeminence in semiconductor manufacturing isn't just an economic pillar; it's a critical component of its national security and geopolitical leverage. Shifting a significant portion of this strategic asset abroad, particularly the intricate ecosystem that supports it, presents a complex challenge.

"Our competitive advantage lies not just in a single fab, but in the entire ecosystem—from talent to R&D, materials, and equipment suppliers, all within a compact geographical area," a spokesperson familiar with the trade representative's position, who requested anonymity to discuss sensitive policy, told reporters recently. "Replicating that expertise elsewhere, especially at the scale the U.S. envisions, is an incredibly costly and difficult endeavor, both financially and in terms of human capital."

Diluting this concentration could, ironically, weaken the very "shield" that many argue protects the island's autonomy.

"The U.S. push is understandable from a national security perspective, but Taiwan's government must balance that with its own economic prosperity and strategic interests," noted Dr. Lee Wen-hsuan, an economics professor at National Taiwan University. "Our chip industry is deeply integrated here; it's not simply a matter of moving machines."
