Companies like Yandex and Sber were investing heavily, developing advanced search algorithms, voice assistants, and even early Large Language Models (LLMs). There was a vibrant, albeit smaller, ecosystem of startups and research labs, fueled by a strong tradition in mathematics and computer science. Then came the war, and with it, an unprecedented wave of international sanctions. The immediate impact was devastating for Russia's technological ambitions. Access to critical hardware, particularly high-performance GPUs and advanced semiconductor chips essential for training complex AI models, dried up almost overnight. Western tech giants, major suppliers of these components, exited the Russian market, leaving local developers scrambling for alternatives.

Russian companies are now heavily reliant on Chinese suppliers for everything from server racks and data center equipment to, critically, AI-specialized chips that can circumvent Western sanctions.
However, this isn't a partnership of equals. China's AI sector is vastly more advanced and self-sufficient. Russia is primarily a buyer, not a co-developer, of sophisticated AI technology. This means Moscow is increasingly beholden to Beijing's terms and priorities, potentially limiting its ability to develop truly independent AI capabilities tailored to its own strategic interests.
"The dream of Russian AI supremacy is effectively over," notes Dr. Anya Petrova, a geopolitical tech analyst specializing in post-Soviet states. "What we're seeing instead is a strategic subservience. Putin's ambition for AI supremacy has given way to a scramble for basic technological continuity, with China emerging as the indispensable, albeit dominant, partner in this new, constrained reality. The race for global AI leadership continues, but Russia, once a contender, is now fighting just to stay on the track.
